Reply on Inner Mongolia Wind Power Clean Heating

The Inner Mongolia Development and Reform Commission reported to the "Report on Reporting the Inner Mongolia Autonomous Region's" Thirteenth Five-Year Plan "for Wind Power Clean Heating Planning" (Inner Development Reform Energy Word  No. 1084). After research, the reply to the relevant matters is as follows:
I. Inner Mongolia is rich in wind energy resources, with large heating demand and relatively scattered heating locations. It is suitable to use renewable energy such as wind power for distributed heating. Actively promoting clean wind heating in Inner Mongolia is of great significance for promoting the adjustment of the energy structure in Inner Mongolia, treating air pollution, and reducing the emission of pollutants from coal combustion. Our Bureau supports the construction of wind power clean heating projects in Inner Mongolia.
2. During the "Thirteenth Five-Year Plan" period, the largest increase in wind power clean heating in Inner Mongolia Autonomous Region is 2.35 million kilowatts. It is necessary to strictly follow the "Notice of the General Department of National Energy Administration on Clean Wind Power Heating Work" (Guoneng New Energy  No. 306) Construction of 10,000 kilowatts of wind power matching heating capacity to meet the building heating needs of more than 20,000 square meters, the total heating area of the incremental project is not less than 4.7 million square meters.
Supporting projects for wind power clean heating should give priority to selecting nearby wind power projects. By the end of 2020, the total area of new wind power clean heating in the region will not be less than 8 million square meters.
For new wind power projects, in-depth analysis and implementation of the project's consumption plan should be combined with the heating load, and the heating market should be implemented by signing power purchase agreements with heating companies to ensure that new projects do not affect the operation of existing wind power projects. The dispatched agencies shall strengthen the supervision of the implementation of heat load.
3. On the basis of further deepening the reform of power marketization, explore the establishment of a commercial model of wind power clean heating that complies with the market-oriented principle. Grid companies participating in clean power heating projects should ensure that the power within the minimum guaranteed hours according to relevant regulations. The benchmark electricity price is fully connected to the grid, and the electricity price beyond the hours is determined through independent negotiation or bidding with the electricity heating users. At the same time, the grid companies will reasonably charge the transmission and distribution costs, and encourage wind farms to build their own distribution network and heat supply. Stations, it is strictly forbidden to carry out clean heating work by rewarding power generation.
4. The Inner Mongolia Autonomous Region Development and Reform Commission and the Energy Bureau shall attach great importance to the coordination and construction management of wind power clean heating organizations, clarify the project construction unit and annual development and construction plan, implement the plan and technical plan for the project construction and supporting power transmission projects, and make overall plans. Connection of wind power, grid connection projects, and heating stations. Relevant units shall be organized to sign agreements in a timely manner to strengthen the monitoring and management of project construction and operation to ensure the progress of project construction, project quality and smooth implementation of the project.
5. The State Grid Corporation of China and Inner Mongolia Electric Power Company shall actively cooperate with the construction of supporting grid construction and power supply guarantee of wind power clean heating project facilities included in the development and construction plan in accordance with the requirements for the prevention and control of atmospheric pollution. At the same time, it is necessary to deeply study the operation mechanism of electric power and heat combined dispatching and the technical measures to ensure the grid connection and consumption of the project to ensure the safe and reliable operation of power supply from renewable energy heating projects.
Relevant departments and units are requested to cooperate closely with each other and implement the conditions of the project construction in accordance with the above requirements to ensure that the project is completed and put into operation in a timely manner and that normal, stable and safe operations are implemented.
